Carrier Settings Update
For the past few days my phone has been getting a pop-up titled Carrier Settings Update and the body of the message says new settings are available and asks if I want to update now or not.
Is this how AT&T sends out updates to my phone? It kinda feels like malware/spam to me.

All of you pretty much answered this one correctly, but I wanted to jump in and clarify the responses and give an update.
For more information on what Carrier Settings are, and how to update them, you can view Apple's support article.
The short version is that Carrier Settings updates let AT&T update carrier network and related settings to improve cellular network connectivity and performance or add support for features like VoLTE or Wi-Fi Calling. For more information on what is included in a carrier settings update, contact your carrier.
The most recent updates, 28.3 and 28.4, had the following effect:

Yes it is. Eventually, it will update on its own, possible at an inconvenient time. So it would be best for you to accept when it is convenient for you.

What kind of phone? Usually "Carrier Services" is the Android carrier linkage, and on iOS it's "Carrier Settings".
Changes range from new features, to bug and security fixes, depending on the module (update) value.

I had the battery issue last week, battery drained completely overnight so alarm didn't go off. I spoke with Apple support who said to take it to a store to have diagnostics run, for me that is not an option so they sent a new phone out. The battery dying went on for 3 days and as sudden as it started it stopped. The day after my phone started my husbands did exactly the same thing, both phones are only just 6 months old. My guess was an update had triggered this and had been resolved when Apple realized the issue, however, on talking with them again they neither confirmed nor denied this. My husbands phone is now getting the notifications for carrier settings update, mine is not.

I don't think anyone should be advising others to complete the upgrade without having additional information, AND this case should not be listed as solved. That's comparable to the people who give out medical advice in forums when they have an educational background in google and McDonalds. The individuals stating that they completed the upgrade are now coming back stating their phone doesn't hold a charge which is a huge deal. Apple's only suggestion is to go into store to run diagnostic. AT&T and Apple (most likely apple since upgrade related) better fix the situation quick and publicly acknowledge the error/offer a solution before half of America comes knocking on their door to fix their pricey iphones. AND - it would be in their best interest moving forward to alert their customers of the update prior to pushing it through on everyone's phones, ok U2. I don't need another Bono album or anything comparable slipping into my phone without a heads up, especially because it does not state AT&T at all, and mimics an iphone software upgrade. Someone get me Verizon on the line.
