Have you manually blocked a contact on your device? Are you using an 3rd-party block app?
You can access our AT&T Device Support Tool by selecting what cellphone brand/model you are currently using, type Block in the search engine next to the cellphone on display and then click onto Block or Unblock Calls to follow the steps.
