ATT IPHONE 7 NO WIFI CALLING

Hi, all:  my boss has an iphone 7 that last week kept displaying "searching for networks" - he followed the resolve protocal supplied by Apple and ATT with no luck.  He got A NEW PHONE at the ATT store and now wifi calling will not work at all ON THE NEW PHONE AS WELL AS THE OLD PHONE.  He is on the wifi network, has calling enabled, etc.  We have no reception at work so we must be able to call over wifi.  Help!!  FYI enabling airplane mode won't work because he is CEO and sends/receives texts all day.
