WHPI Rural Plan and DirecTV Data Usage

I have the Wireless Home Phone and Internet Rural Plan and DirecTV.

Does the data used by my DirecTV on demand count toward the WHPI Rural plan data cap (250 G/mo) or does it not (i.e. Data Free TV)?

Since the WHPI is in effect a wireless phone plan, logically is shouldn't count against my data cap.

Thanks.

Yes it does count.

Data free has some specifics: It's mobile apps on mobile devices.
