Setup and transfer app problem

I set up my phone and skipped using the ATT setup and transfer app as I didnt need it. I went ahead in system and disabled it and other apps I don't need or use but noticed that something was using data almost constantly. I downloaded an app to check and its the ATT setup and transfer app, even though its disabled! How do I shut it down permanently?
