S5 Active and AT&T Messages not syncing?

I have a Samsung Galaxy S5 Active (which I love, by the way) and AT&T Messages.  My incoming texts intermittently post--but most always in a delay....IF they come through at all.  What can I do to fix this?  I must always look at my phone for a reply, and it is annoying.

I also want to mention....my phone is on, not in airplane mode, I have a signal, I am on Wi-FI, I DO have data turned off....is THIS an issue?
