Received texts when traveling internationally are covered by your domestic text plan. As long as you have a text plan, there is no charge for receiving and reading a text while in Canada, regardless of whether you have the Canada roaming bonus or not or a Passport plan. Now sending a text is a different story and @Anonymous's answer covers that.

If you're on a 15 GB Mobile Share Value Or higher plan and have the Canada Roaming Bonus nothing. Call Retentions and have it added.
If you're on a DIRECTV/U-Verse/wireless unlimited plan nothing if you add the new Roam North America bonus. Call AT&T Mobility and have it added.
Otherwise you will pay-per-use rates unless you add a Passport plan...

@sandblaster is correct, free to get in Canada if you have a plan that's free to get while in the US.
What @Anonymous is talking about allows you to make calls and send text while you are in Canada and is FREE! You want this if you're going to Canada (free 1GB data too!).
