Need to reset my iCloud password

I get up to the question where they ask if u want to unlock it to put in my phone number. Every time I do It's telling me that it's not correct. Is there another way I could unlock it and fix my problem

my iphone is usually unable to use wifi it is grayed out and there are viruses that i saw cause some pictures wont delete so then i tried restoring it and also udate its O.S to 9.3 then after i cant go to home screen cause it always says connect itunes after i pick a country ? so then i presumed you at&t company wont resolved this by giving the iphones ability to be carrier unlock but some issues with the itunes are not quite right it does not recognize as unlocked phone? hope you could help me plz?
