I'm seeing this as well - I'm on the $65 unlimited data plan. Apparently paying for the more advanced plan means getting fewer services. Tethering is deliberately disabled on this plan but not for the $45 plan. The logic of this escapes me...
And as a special bonus, trying to downgrade to the $45 plan to enable tethering means throwing away the $65 you spent and getting charged another $45.

That message usually means mobile hotspot is not supported by your plan. What plan do you have?
