We are taking a family vacation to Canada and my daughter texts quite often, but over wifi, would we still accur a charge even if she texts over wifi? Thanks

Not from ATT, no. You will only get charges for texts if the texts are sent over the cellular network. What plan do you have? It is possible you have or can get free Canada roaming. If you have that, it won't matter whether she is on wifi or not.
