Settings> Wi-Fi> More> Advanced
and turn off "Network Notification"

It doesn't work for me on my Moto G3/LTE phone. The only way to stop it is to turn off the "Cellular Data" option under Settings/Data Usage, but then I don't receive MMS messages. Any help would be appreciated.

Network notification is off. It still alerts me to sign in driving down the road. I am gonna Sue AT&T because it distracts from driving
