Go to Device Support > Select your device > Scroll down the page > Additional support > Tutorials & videos > Connectivity > Mobile hotspot. These steps will display hot to enable the hotspot on your specified device.
The next is AT&T Troubleshoot & Resolve, which fixes issues with your device. Once you open this tool, select your device, scroll down to the area and choose accordingly. This tool will walk you through correcting any issues with your device.
