Data Plan while studying abroad for 4 months

My son will be studying abroad in Italy for 4 months; what is the best data plan from AT&T for this?

 Best option is for him to travel with an unlocked phone and use local service.  

Roaming with ATT is going to be extremely limiting and very expensive.

@michelepes Passport is $60 for 1GB of data or $120 for 3GB of data (1GB overages are $50 for each). They both include unlimited texting and $0.35 a minute to call.

 

If you have no data plan it's $2.05 per MB (that's over $2,000 per GB).

It will be expensive no matter what international plan you pick. The passport plans mentioned above are monthly plans. What are his data needs? If he is studying abroad, would he not have access to WiFi for most of his data needs? If he only occasionally needs cellular data, perhaps the $10 day pass would be best. It all depends on what he needs.
