Can I still send and receive text messages

A friend's phone service has been suspended due to non-payment so can that friends still send and receive text messages through the carriers phone number? And if that person uses Wi-Fi to send a text or receive a text would it still go through the carriers phone number?

No. When an account is suspended for non-payment, SMS text messages are suspended just like cell phone service. Your friend can use iMessage or WhatsApp or another messaging service, but no SMS.

So if using iMessage, they can still send and receive via that phone number but as noted above, those aren’t SMS texts.

Hello @LilDipper

Thanks for the post.

When the account is suspended for non-payment you will lose AT&T Wireless feature functionality. You can resume messaging once the account is paid in full.
