Daily Ping Spikes and Packet Loss

Hello!

 

Over the last few months I've had three different techs out to my home in an attempt to fix frequent ping spikes that my network is experiencing. Basically what happens each time is that the tech tells me they can't find any significant issues and then install a new router just to make sure that it is not the issue. Anyway, this image is a ping to www.google.com I just did with a program called PingPlotter:

I'm not terribly experienced with networking so I can't be sure if this looks normal — what I know for certain is that on hops two and three, my network experiences extreme packet loss (65%+) and I'm not sure why. My ping is fine right now, but randomly throughout the day it will start spiking as high or higher than 500ms. This is of course high enough that I can't watch more than 30 seconds of a streamed video without buffering; in addition, internet pages that I normally load with ease start loading incredibly slowly or not at all, and any online games are basically unplayable. 

 

We have the highest downstream that U-verse offers here, 18Mbps. Here's an example of how slow things get when the network experiences the problems I've described:

It's tough because as I've said, these ping spikes are pretty much unpredictable. All I can say is that this is a daily trouble with our network. If there's anything you guys can do to assist me I'd appreciate it, and likewise, if there's any other information I can provide you with please let me know.

I know this is an old post but here goes. I'm getting packet loss at the exact same IP address and it seems to be my only way out to the internet. This major packet loss messes up things like gaming, streaming, and other activities. Here is an MTR test I did to show the same issue on the exact same IP address this guy is having issues at 2 years before my post:

So 2 years later and AT&T still hasn't replaced a network interface card that is clearly showing packet loss.
