Actually, not only was I able to finally reach billing, they refunded the double billed months. It's not easy to do business this way but after persevering, they made good on the problem.

I get the chat with Firefox (65.0.1) but to do so I have to disable "Block All Known Trackers" in the security settings.
Other settings might effect this as well, as always YMMV.
