During a windy storm this week, my DVR lost power about a dozen times. NOT signal, but power ... e.g. all the panel lights went out for a minute or so, then came back on. No other power loss was noted in the house or entertainment system, only on the DVR receiver itself. What might cause this? Again, this was NOT a "signal" loss, but an apparent power loss. However, if the signal to the dish is lost, does that also cut the power to the DVR receiver?

You may delete this post as it refers to "signal loss", not "power loss", which is the specific issue with this system, new install in September 2018.

Either the dish is nor installed correctly to a secured mount or it needs realignment.

What DVR model number?
It's likely that the DVR is just a bit more sensitive to power glitches.
You should consider powering your DVR with an uninterruptable power supply (UPS). That will prevent this from happening in the future, and provides good protection for your hard drive and other sensitive electronics.
