DirectTV Billing Change

Can anyone explain why all of a sudden a new charge for "Federal Cost Recovery Charge" has been added to the Direct TV side?  Are we now going to start being nickeled and dimed to death there now, like we are on the phone side with all of the surcharges/fees?
