Utility Line Relocation

I am getting ready to replace a bridge that currently has a pipe with AT&T communication lines in it in Monroe Co, TN. Who do I need to get in touch with to have these utilities moved prior to construction beginning?

I work in New Orleans, LA area for an engineering firm. I am looking for someone to get in contact with about underground utility locations in order for my company to design new street developments. Can someone point me in the right direction with who I need to get in contact with in case we need to move or remove some of these utility lines?

I have a utility pole that needs to be removed and AT&T has a communication line running to it. I need to have it relocated to the new pole that is ready. Please send me a contact in the Austin/Oak Hill Texas area to have removed and relocated .

Full size/scope of project:

We need multiple telecom lines on three sides of our property:

A. Relocated higher on existing poles

B. In some cases relocated to new utility poles.

I've contacted AT&T four times over the last month with no success. A technician has supposedly been on site and determined these are not your lines (Dec 24th) and some reps are telling me they are not AT&T's infrastructure. No callback from a local supervisor.
