Construction and Engineering Contact for new installation

I have been an AT&T customer for 1.5 years until I moved into a brand new home in November that still doesn't have service available. I would like to stay with AT&T instead of switching to Charter (who has already started to service some of the homes in my neighborhood ). I have requested new service to be installed multiple times since moving. Could I get a contact number for the Construction and Engineering department?
