AT&T Underground Cable Installation

Who is responsible for the issues, plumbing, lawn, sprinkler systems damaged during the installation of AT&T cable installation being subcontracted in HOA communities in the Highland Falls area.  There has been numerous issues not being resolved since the cable installers pass the buck and the homeowners are stuck with cost of repairs to their plumbing, lawns and sprinkler systems, which are never rectified by either AT&T and sub-contractors.  The customer services being provided is horrible when it's only right that the homeowners should be reimbursed for damages.
