Simulating SDN networking - possible?

Right, so there is no way I'll be able to afford any of the Nexus lines of networking equipment from Cisco, even if it's refurbished. So I was kind of thinking that perhaps it might be possible to "simulate" the separation of the control and data planes by using the configuration registry to use a startup config that was on a server. Thoughts?

PS: The only thing that I can think of is that this really isn't true SDN, since if there is a change made on the server, it wouldn't automatically filter down to the network appliances. I would need to reboot each of the devices for the change to go into effect.
