I'm sorry I'm responding so late.  I ended up contacting RIM before I figured out what I had done wrong....

The problem was due to improper permissions on their accounts for BESAdmin.

There is a RIM document on this, let me find the link:

I'm posting this, in case someone searches up on this question in the future.

Try reloading the Handheld Software onto the device.  Then redoing Enterprise activation, see if that helps.

Thanks for the suggestion.  Fortunately, I have been able to located needed documentation:

Backing up and Restoring your Blackberry using the Blackberry Desktop Manager

http://www.wireless.att.com/answer-center/main.jsp?t=solutionTab&ft=searchTab&ps=solutionPanels&locale=en_US&_dyncharset=UTF-8&solutionId=KB91254

Reload the Handheld Software onto the phone.

(1) Download and Install the Blackberry Desktop Software

(2) Download and Install the Blackberry Handheld Software

(3) Use the Blackberry Desktop Software to load the Blackberry Handheld Software onto your Phone

This link is how you download the Blackberry Desktop Software:

http://www.wireless.att.com/answer-center/main.jsp?t=solutionTab&ft=searchTab&ps=solutionPanels&locale=en_US&_dyncharset=UTF-8&solutionId=KB1909

This link shows how to reload the blackberry handheld software onto the phone:

http://www.wireless.att.com/answer-center/main.jsp?t=solutionTab&ft=searchTab&ps=solutionPanels&locale=en_US&_dyncharset=UTF-8&solutionId=50638&isSrch=Yes

I will try these steps.  Since the users are remote, I may end up having to mail them CDs containing the software, as some might have dial-up at their homes.
