unlock the phone, showsThe IMEI you entered does not appear to be an AT&T wireless phone or tablet.

I have a iPhone 5s, then its broke, i have the insurance, so the att gave me a new iPhone se back. This phone is paid off a year ago. when I got this SE, i tired to unblock it, tried two times, all failed. Finally they told me i need to use this phone at least 60days to unlock it. So after 90 days, i tried to fill in an unlock request again, it appears:The IMEI you entered does not appear to be an AT&T wireless phone or tablet.Please re-enter the correct 15-digit IMEI number for your AT&T wireless phone or tablet. You can obtain the IMEI number from the wireless phone by dialing *#06#.

I don't understand why this time won't even let me finish the request form, what that mean this phone doesn't appear to be an AT&T wireless, I have the same sim card inside and it clearly shows the IMEI number.
