That probably means you do not have the international pay per use feature on your line. You must have that feature in order to roam internationally. You can add it online through the MyATT app.
I managed to chat with AT&T support on the internet, the issue was resolved after issuing an international code to my particular phone and a reset from them, this not to be confused with having an international roaming type plan.
