AT&T doesn’t sell unlocked phones. They are all locked to AT&T. Only Apple sells unlocked phones. If you want to use you new iPhone in Georgia, best to buy the SIM-free phone from Apple.
A phone bought from AT&T would have to be unlocked, which takes time and requires meeting eligibility requirements. Also, using a prepaid AT&T SIM in an iPhone usually locks the phone to AT&T for 6 months and it can be frustrating to get that overridden if you paid full price for the phone. Unless you buy the SIM free phone from Apple, I don’t see a realistic way to get a phone that is unlocked by the 24th.
If you have no intention of staying in the US and using AT&T as your carrier, there is no value in getting a phone through AT&T. If they are sould out online, you can always try standing in line at the Apple store and see if you can get one.

For what it’s woeth, I purchased a Xs max at full price atthe apple store that was the ATT model. I went to ATT unlocking website and was able to submit an unlock request and get it unlocked in a matter of 5 minutes.
