iPhone 7-plus won’t save voicemail greeting!

Apple iPhone 7plus, IOS 12.1 - I cant save a voicemail greeting! Never had this problem before. A window pops up with this info:

The operation couldn’t be completed.

(com.apple.mobilephone error 1035)

Hello @Lrudyd.

Thanks for the post.

We suggest turning Wi-Fi off, and use Mobile Data only, to manage your voicemail. For additional support check out Device Support > Set Up Voicemail, or sign in to AT&T Troubleshoot & Resolve (TS&R) for a customized solution.

Try to record your message using mobile data only, then Device Support, or TS&R and post back with your success.

I tried this. then rebooting. at one point it saved it then the next day kicked back to the default. now I can’t get back the custom greeting . The save button doesn’t appear.
