iPhone 6 on Activation Lock?

My girlfriend ordered and brought me my iPhone 6 as a present. Everything on it works fine. Only problem I'm having is activating it. The phone is At&t locked as listed but still doesn't work. I am thinking the phone is on Activation lock (the previous owner didn't finish paying the phone). Is there a possible way where I can fix this activation lock issue or will I have to buy a new phone in total?

Carrier lock and activation lock are not the same thing.  If you can erase and set up with your iTunes, it is not activation locked (iTunes or iCloud).  

If it won't work with another SIM card it's carrier locked.  If the previous owner didn't pay it off, it can be used on ATT, Cricket or H2O.

Thank you very much. And I did think it was the same. Least now I know. I'll be going to the store to try and activate the phone.
