Got notice that iCloud Drive upgrade was available. Using 4S phone elected to upgrade. The upgrade process has been going on now for one hour. How long should the process take? What will it do for me?

Hi there! @philrob thanks for posting your questions.
The iCloud Drive store all your presentations, spreadsheets, PDFs, images, and any other kind of document in iCloud. Documents you store in iCloud Drive will be kept up to date across all of your devices, and you can access them from your iPhone, iPad, iPod touch, Mac, or PC.
If you are still having problems upgrading please visit https://support.apple.com/en-us/HT203052 for troubleshooting. There are some steps under ‘What if my upgrade to iCloud Drive pauses or doesn't respond?’
