how to pre order

hey so i want to pre order the new iphone xs max once it is available, but i do have a few questions on how to do it.

i do have at&t as my carrier so do i pre order the new phone on the at&t website?

is there any cost to pre order a new phone?

once i pre order the new phone how do i get my hand on it once shipment of the devices start?

do i start paying the installment for the new phone as soon as i pre order it, or only when i pick it up from a local store?
