What is in the "Carrier Settings Update"
I am getting a "Carrier Settings Update" notice on my AT&T iPhone SE. I would like to determine what it does or is for before installing. Under the General Settings my phone is currently showing AT&T 28.3 beside "Carrier".

Thanks to @sandblaster, @jt212s, @lizdance40 and others for their great input. All of you pretty much answered this one correctly, but I wanted to jump in and clarify the responses and give an update.
For more information on what Carrier Settings are, and how to update them, you can view Apple's support article.
The short version is that Carrier Settings updates let AT&T update carrier network and related settings to improve cellular network connectivity and performance or add support for features like VoLTE or Wi-Fi Calling. For more information on what is included in a carrier settings update, contact your carrier.
The most recent updates, 28.3 and 28.4, had the following effect:

Thank you for reaching out to us on the Community Forums! I can definitely understand how important knowing what the new updates bring to your device.
The latest software we are currently showing is 10.3.1, which released April 4th. You can find more information about the update and changes by visiting our Device Support page. Once there, choose your make and model device, and then select “Software updates” at the bottom.
The last carrier settings update we are showing was version 28.3, released March 27th. This included a fix relating to international roaming while using VOLTE.

It is required. You can postpone 2 times only then it will force the update.

I received a text across my phone today indicating carrier update. Is it real or scam? It is an Apple IPhone.

It's not a text message, it is the actual update, it just looks like a text...and no it is not a scam.

Carrier updates do not change functions on iPhone.
