Visual voicemail aka voicemail transcription isn't working on my brothers iphone 6 on ios10. Any idea how to get it to work? Is there an ATT setting under My Account to turn on visual voicemail?
Ive only tried Resettting Network settings on the iphone so far.

Just off phone with ATT help desk. They have no clue about this and said it is not a feature they know anything about. Was told to call Appple

So from Verizon this afternoon.
"There isn't anything you need to turn on with the Verizon account, it is supposed to simply work with the new update. Right now Verizon and Apple are communicating about it. It is most likely one of the fixes that will come out in 10.0.2.
Some users have reported an issue with the VM transcription feature not working. We are working to determine the root cause and will update the Alert when we have more information.
You can always contact Apple but I am sure they would direct you to us (but we are working on it with each other)."

Actually the feature started working on my Iphone 6s plus now. I did change the Siri voice from english British to english American and then reset the phone (side button / home button reset). That seemed to do the trick. I also visited an ATT store before I changed Siri voice language and they didn't know anything about the transcription feature. Said I should just wait for another update

I just talked to Apple about it and they told me that it's only available on Iphone 6S and above. I have an iphone 6 plus and it doesn't work on that either.

I got voicemail transcription on the Visual Voicemail aspect of the Phone app's voicemail tab. This is on my iPhone SE with iOS 10. The voicemail transcription feature depends on Siri apparently. Ensure that all Siri settings are enabled. It took about a day once I did that, although it could just be coincidence that AT&T enabled something recently on their end to get it working.

Weird. I spoke with Apple yesterday and specifically asked if it was an IPhone 6 or 6s issue. They said no, should work with IOS 10. ATT told me it was an update they needed to do and that they would call me when it was done. That was yesterday afternoon. No call and still not working.

The guy I talked to at apple did say (I forgot about the SE) that it was Iphone 6s and up plus the SE. I also called AT&T and they didn't have any idea.

I reset my Siri to American English (I had british on it) and then did a hard reset by holding the side button and home until reset. Still didn't work. I also read in various places that you need to reset your network settings and I did that and still not working. Maybe it will provision and start working later but in the meantime and I am going to call Apple again.
