First, you’ll want to verify if voicemail is active on your account. In order to do just that, sign in using your AT&T ID and password then access our AT&T Troubleshoot & Resolve Tool where you’ll want to navigate to Service/Network issues > select Voicemail > Setting up voicemail > Next > select Yes/No to Using Visual voicemail and follow the instructions as they're displayed.

If voicemail is already setup on your account, return to the start of the Troubleshoot & Resolve Tool and select Voicemail > Voicemail is not working > select either Yes or No to the question regarding NumberSync > Next and follow the instructions to try and resolve your experience.
