Upgrade Eligiblity and Insurance Replacement?

I currently have an iPhone 5c with a broken screen. I went to my local AT&T store to see if I can upgrade my phone. They told me I have to fix my screen before I can get an upgrade. I was going to replace the screen but then remembered I have insurance. I'm getting a new phone but it's an iPhone 5s. Will I still be eligible for for an upgrade?
