I bought this Iphone from an individual who said it was unlocked but now I can't get ahold of him and I can't use the device, can't att see that it's not supposed to be locked?
Seems pretty clear the seller ripped you off. Att is not required to unlock a device unless it is paid off and not connected with the account anymore. If the seller didn't pay it off, it will not be unlocked.
I understand that and I hope that is not the case, he works on base and was very upfront with the IMEI and serial numbers. I am bad about trusting people and I'm usually punished for wanting to see the good. Anyway if he did pay it off is there anything I can do? I realize AT&T ow

You can apply for the unlock yourself at www.att.com/deviceunlock
Apply for the unlock as a non-customer.
You didn't say you were unable to unlock the phone, you said it was supposed to be unlocked.
Try the unlocking portal and let us know what happens.
