Unlocking a phone

I own my iPhone 6 and "retired" it over a year ago and purchased a new one.  My daughter wanted to buy my old one so we tried to swap her sim card and it stated I had to unlock.  I went through the process and now get a message from ATT that they cannot unlock because something doesn't match up to my account information.  What is this all about?  I try and call ATT but the wait/hold time any time you call is over 20 minutes.

BMe2720,

If the phone isn't on an active AT&T line, you have to unlock it as a NON-ATT customer.

Oh, one question.  How do you unlock as a non ATT customer.  I am ATT customer, just the phone is no longer in play at ATT as I replaced it with a new version.
