Unlocking a locked phone with new SIM?

My mom gave me her old iPhone 6s, but it is locked. I was able to at least reset the whole thing, but once I try to set everything up, I can’t. Because this phone doesn’t have its original SIM card and I read a BUNCH of articles for help and they say it’s possible as long as I contact the carrier it was with. So, I was wondering if it was possible to use a new SIM card under the same carrier to access the phone. I really just need to activate and unlock it, I don’t want the service or data. This phone just needs to be used like an iPod, but I can’t do that unless I have some SIM card activation happen. Please help.

Hello @Hydrangea17,

Welcome to the Community Forums! Thank you for reaching out with your device unlock concerns. I can certainly understand the importance of making sure this is addressed. I am more than happy to help!

If you are planning on using an AT&T SIM card in your phone, the phone does not require an unlock. Simply place your active SIM card in the device and power it on and complete the set up process. However, if you plan on using your device with another carrier, you can submit an unlock request by visiting our Device Unlock Portal.

I hope this information is helpful. If you have any questions, please do not hesitate to reach back out to us! Take care and have a great day!

Hi @Hydrangea17,

If the iPhone is still under an installment agreement, the request will be denied. All finical obligations must be met before a device is eligible for unlock.

The link previously sent gives a list of what requirements need to be met for your request to be approved.

What if there’s still a payment plan, can I not unlock iCloud lock?

I'm thinking you reset it because you didn't know your mom's password.   The other replies seem to think you were trying to switch service providers.

Once you wipe / reset an iPhone it does need a sim card to proceed with the setup procedures.   It does not need to be an active SIM card, it does not need to stay in the iPhone more than a few minutes, but it does need a SIM card.

Find a SIM card from an AT&T phone that fits the iPhone, stick it in, and finish the setup procedures.    Then give mom her SIM card back and you can use it on WiFi or whatever you want.   It does not need to have a SIM installed except for the activation process.

Apple activation needs a sim card even if you do not plan on using it with a service provider:
