Unlocked Request Approved but still locked to AT&T

I have an iPhone 7 Plus that is AT&T. I submitted a request to unlock the phone and I received a confirmation. Email saying it was approved.

 

I then proceeded to put a SIM card from Metro PCS in and it said the SIM was not compatible. The metro store says the phone is clearly still locked to AT&T. Please help!

You can confirm if the phone is unlocked by backing up your phone on iTunes, then erase the phone, and followed by restoring your phone from the backup you made.  iTunes will confirm the unlock.

If you try the SIM and it's still not working- you will need Metro PCS to replace the SIM card.

What if the phone was already factory reset, prior to the unlock? Do you plug it in and back it up as a blank the factory reset and restore it. Then set it up like a new phone?
