I was trying to unlock a phone that I bought from someone but this person didn't not pay for the installment payment and I was wondering if I can pay it myself.

Since the phone is still under an installment plan, the person who owned it previous would have to pay the full balance off. The only way to be able to pay the current balance would be if you had access to the account. What I would suggest is contacting the previous owner and have them take care of the balance and the unlock process for you.
