Unlock device

Been trying to unlock my device. Followed all instructions to the dot but reply is “looks like your imei and phone number dont match. I’m very sure i typed the right numbers. What should i do?

Someone mentioned that confirmation emails are not getting through on Gmail. Is that correct?
