What is the least expensive but effective way to text and FaceTime between the US and a family member in the US military.

Use wifi or rather make sure the person in Germany is on wifi. There is no charge for FaceTime calls or iMessages over wifi. If not on wifi, it uses cellular data, which can be very costly for the person in Germany.
