Siri "Sorry, your message was not understood. Please try again"

iPhone 6 IOS 9.3.5

I am trying to use Siri to send a text message. Each time that I do, she accepts it and even says sent. I then receive a text message from 662-453 stating  "Sorry, your message was not understood. Please try again".

When I go to the message conversation area, every message I sent is in a conversation

to _$!!$. It does not matter who I am sending to, these two items occur.

This only started occurring last week.

I reset "all settings" and it did not fix it.

Thanks for any help.

Having same issue with my iPhone 7. Seems a bit odd that resulting fix is my having to delete and readd contacts.

It gets really annoying but it is what I've been doing to fix it since Apple support has no help at all for this.
