You can't purchase an iPhone at the discounted price without opening an account with AT&T. In order to use a foreign SIM in the phone you would need to purchase an unlocked phone directly from Apple and pay full price.

1. that is not a retail price, that is price with a 2 year contract with att

2. you can only utilize a ATT sim card unless you purchase a unlocked one through Apple at full retail price - and apple will direct you to purchase from your countries division of apple

3. more then likely they won;t ship out of country

4. if you could purchase it, it would be by credit card

Even if you do find a iphone that you can buy at a reduced rate chances are it will be locked to att network and you will not be able to unlock it through att. to do that you have to be the original pruchase that has completed a two year agreement or payed full retail price from a authorized retailer for the device. another option is to take your chances with the unlock services that are offered from 3rd party sellors, but that is your choice alone
