Prepaid iPhone 5s cannot be unlocked, flagged as fraud?

I bought this prepaid iPhone at Bestbuy and paid in full. After using it for years, I want to unlock it and try some other carrier. But AT&T send me a email sail this phone associated with fraud??? Can anybody tell me how to unlock a prepaid phone?

You can visit our Unlock Device Portal to make sure you mobile device meets all requirements to continue the unlock process.

 

If the requirements have been met for you iPhone 5s, you can continue to submit an unlock request by accessing our Submit Unlock Request Article for further assistance.

I have used this iphone within AT&T for more than 2 years. IMEI is [Edited for privacy-This is a public forum. Please do not post personal or unique information such as but not limited to full names, employee ID numbers, email addresses, phone numbers, account numbers, etc]

I want to unlock this phone and use it in China. Can you help me unlocking it?

I have tried twice. The device still cannot be unlocked and said it associated with fraud. I purchased it at Bestbuy and paid in full. In addition, I have used it for more than 2 years. I don't know what can I do now?
