Need help unlocking phone activation

I buying an iPhone to use US domestic AT&T telecom service from Ebay. When I received the phone, I proceeded to upgrade the firmware to delete all the information and data of the user first to use as a new phone but the problem occurred when I could not access the main screen to install set or configure. The attempt to open the phone only stops at the message: "CANNOT ACTIVATE THIS IPHONE FOR SERVICE. PLEASE CONTACT YOUR SUPPLIER OR APPLECARE". It is known that AT&T has a free activation unlock program for AT&T service customers and I have followed the instructions, I checked the AT&T imei to make sure this is a clean and qualified iphone. Unlock activation key. I then sent a lot of requests to unlock the phone, but all were answered by e-mail that automatically refused activation for various reasons. So today I submit to my cases to ask for a formal review and reply to me. Thank you very much

Any valid ATT SIM card, even if the sim is no longer active, will get you past the Apple activation. Since you are setting up the phone as new, that will also complete the carrier unlock if it has already been approved. If the issue is getting approval from ATT for the carrier unlock, you need to work that with ATT.

This forum is not customer support and not a way to get a formal review. You need to call and ask for advanced tech support or file an FCC or BBB complaint. However, if the iPhone’s previous owner did not remove the Apple activation lock, that is not an ATT problem. ATT can not help you with that. You need to contact Apple. It is very possible you bought a lost or stolen phone.

Thank you for your feedback. I have contacted Apple and have been confirmed that this iphone is not blacklisted, iCloud is not locked, is a clean iphone. I will follow your proposal to contact AT&T specialist for help with my problem. Thank you very much.

You also cannot activate the phone without a SIM card

Thanks for your suggestion. I am still holding an AT&T SIM card that has expired and I don't know how it will help unlock activation, but I will try to try with everything I have in my ability. . Thank you very much.
