You need an internet connection- either wi-fi or cell phone.Make sure your phone is not in airplane mode.
After that you need an itunes/apple account. But it should prompt you to set that up.

I tunes store was down yesterday due to technical problems. I don't know if it's up yet and when it is, will probably be slow due to overwhelming "catch up" traffic.
