Iphone 4 or 4s without data package
I have an iphone 4 with ATT service. I can not download any apps. I can not get into my icloud or itunes. How can I transfer my contacts and other data if I get a new phone.

Why can you not get into your iCloud or iTunes? You do not need a data package for either. You either need WiFi to backup to iCloud or connect your phone to a computer to backup to iTunes. If you can do a backup, use that backup to restore to the new phone. That will transfer all your data.
