I have deleted and cleared all voicemail but callers get message that my mailbox is full.
I have read that you can press 1 and get to voicemail that way, but did not hear option that would let me clear the messages there when I tried that.

dialing 1 on my phone, accessing my voicemail that way, and cleared the
inbox, which had shown as cleared and empty on my iPhone Xr.

I don’t see the actual solution... once you dial into your voicemail, how do you go about clearing all of the messages ??

Access your ATT voicemail by holding 1 on the Phone Call, Keypad 1.
Enter your PIN. If you forgot, you can reset it. In my case, you can goto Settings>Phone>Reset Voicemail Password. It takes a minute or so to update.
Call back your voicemail if you reset your PIN.
Press 19 to play deleted messages.
Press 7 to delete until all your deleted messages are deleted.
This has been happening for one of my users for a month. I need to call ATT to follow up on whether there is a fix.
