I have been unable to use visual voicemail using my iPhone Xr

I would like to be able to see the text of the transcript from my voicemails on my iPhone Xr. I have gone step by step through all of the voicemail troubleshooting tools and we - myself and a frustrated, yet very determined AT&T representative - have even tried some steps I am certain were invented on the fly ;-). 

Is is there anyone that has had this problem with visual voicemail and the iPhone XR? How did you rectify your iPhone Xr and visual voicemail problem? 

I have wasted too much time - my time and AT&T representatives - trying to fix this issue.
