How do I turn off cellular voice roaming?

I have an iPhone 6 with ios 9.x.  I see where I can turn off cellular data roaming, but I see nowhere to turn off cellular voice roaming.  How do I do this?

Unfortunately that doesn't solve the problem.  I want to be able to use my phone, but do not want to incur roaming charges if, for example, my phone connects to a cell tower across the border in another country.

The only way to turn voice roaming off on an iPhone is to put it in airplane mode or take the sim out. If you are going to leave cellular capabilities on, then you risk connecting to a foreign carrier when near a border. I'll presume you are talking about Canada since Mexico roaming is now included in most plans. Two other options are to call retentions and ask for the Canada roaming bonus or log into your account and remove the international pay per use feature from your account. Your phone will not roam internationally anywhere without that feature.
